EMS has been involved in this project since Financial Close, providing Employers Agent services to the SPV during construction and SPV management services to date.
The project comprises the construction and operation of 582 refurbishment dwellings and 342 new build dwellings across 27 locations, delivered during a 3 year construction programme.
Employers Agent services included the administration of the Reviewable Design Data process, variations, a large number of claims for relief/compensation and negotiating a significant number of collateral warranties post Financial Close.
The refurbishment activities were undertaken in phases in functioning buildings with the delivery taking longer than originally anticipated. Delays were well documented and fully considered by all participants with zero exposure for the SPV or Council.
